Change network settings on card

Is it possible to edit an actual network card?

So rather than have a 100 mbit, change it to a 10 (just for testing!!!)

Then change it back etc? Its kinda hard to explain to be honest, but I hope you get it. Any information would be great.

why? is the router bottlenecking the network card?
whats the purpose of this testing,

You cant physicaly change it, but you can in its properties. Right click my computer, properties, hardware, device mangaer, network adapters... double click on your card and choose the advanced tabe, selecte speed&duplex.
You can adjust the speed on the right side.
