Can't load web pages while downloading via http - still plenty of bandwidth !

I'm having a problem where the ability to surf the web is killed whenever a small http download is in progress. As an example, if someone goes to a webpage and sees an image they like, they could right click and save it to their computer and while it's being downloaded the other users on the network will not be able to load web pages but can send e-mail, download from newsgroups, etc.

We have 10 users on a shared satellite network with 512 Kb/s down total (bits, not bytes). All users are using netlimiting software to keep the downloads to 50-100 Kb/s per connection but for some reason even the smallest http download kills the abilty of all users to surf the web. This seems to be affecting only port 80 traffic since we can still do newsgroup downloads (nntp) as well as bit torrents, p2p and I think ftp works as well when the http downloads are running, just can't browse the web.

When the http download is stopped, web browsing is immediately restored.

Also, a few people are using download accelerators but the problem happens with the download accelerators and without.

Hardware used is a Linksys WRT54G v2.0 router running DD-WRT v23 firmware. There is also a hub thrown in there in order to add the extra users, but I don't have the model infomation at the moment. I've tried changing most of the settings in the firmware, including turning Qos on and off, nothing seems to help.

Any help would be appreciated.

contact the software company who made the limiting software. There might be a setting to disable that function.
 
The Netlimiter software is necessary to ensure that no single computer on the network can hog up all the bandwidth. What I was implying was that the Netlimiter proved the problem wasn't one computer downloading to quickly and maxing out the bandwidth, thus killing web page loading for everyone else.

So with 50 kb/s used by one computer to do an http download, there is 462 kb/s remaining for all the other users but the web pages won't load until the http download is terminated. It appears that port 80 is being hammered or something.
 
No computer will ever hog all that, so webpages wont load. A router will automatically give what is needed on for each pc.

I think the net limitter is limiting access to that port, to ensure a fast download. (which is dumb)
 
You're missing the point. The problem is not bandwidth related.

We have 14 computers on the network with only 3 running netlimiting software. Computers with the netlimiting software are inducing the problem and computers without the netlimiting software are inducing the problem.

The problem is most likely with the router itself or possibly there is a setting in the firmware that is not correct.

The router will not "automatically give what is needed for each pc" if the router is not functioning or if it does not support QoS or allow other means of prioritizing the different traffic it's handling.
 
I am not sure how your network is setup (hardware) but I am sure the problem is with the netLIMITING software. Try uninstalling it (or just turn those pcs off) and seeing if you still have a problem.
