Can't get restore disk to start

I have been running an E machine 110 with an expired virus protection and the computer was slowing down fast. I tried to use the "restore C.D." but I can't get past the "E-Machine" white lettered window and the computer won't boot up or take the restore cd. I am guessing it has got infected big time by a virus. Would buying a new hard drive make it boot up or is it to hard to tell. Any ideas much appreciated.
