Who knows to use c++?Can you make me a software like a paint only some different things to add?Waiting for answer just to make a simple?

I don't think that will happen soon. There are hundreds or more of free and pay to meet your needs. Better to post what you want and what your needs are.

Why don't you just get a program that's already out there like? Paint.NET and Gimp are both free, latter being far more powerful but it does have a steeper learning curve to go with it.

I completely agree with hackapelite and GIMP is a really powerful and free program.
But if you want something really specific you can pay someone to add your required changes to any of the currently existing open-source image editors.
