Can you customize ethernet bandwidth?

I've got quite a specific purpose in mind, basically I'd like to know if there's a way to customize the speed of an ethernet connection to anything I want, within the capabilities of its spec of course. I haven't been able to get it down to less than 10Mbps. Is there any way to reduce that to anywhere from 0 to 10?

It's connected to a router for an broadband connection. I know this is a weird question, asking how to underclock an internet connection, but as I say I've got a purpose in mind.

Thanks. Is there no way to do it without third party software? The version of NetLimiter I would need is shareware. It does the job, just I don't want to have to pay anything.
