Can things be hacked through CMD? Or like your system opened up?

Long story short, a few days ago I had a bunch of buddies at my pad drinking - this one dude wanted to '**** with my computer', and he was doing all this crazy stuff in the CMD - I did catch him trying to copy an IP address of something, but it wouldn't let him highlight it so he couldn't copy that. But yeah, is there anything I can check to make sure I'm safe and my computer isn't opened up for that dude to breach through?

Also, he did something with some IP addresses in the CMD - then went to google and searched for something like dod.gov login or something like that and went to the site. Worried that my computer is being monitored by the government now lol.
 
This guy on another forum said check if there's any 'system32' folders on my computer and if so, delete them and restart the computer. I'm guessing this is bad information and he's just F'n with me?
 
That link is flagged up as a dodgy one and do not attempt to delete the System32 folder.
