can`t boot from seagate external hard drive

i just got a 2 tb seagate external hard drive and backed up everything from an old laptop to it. when i plug it in to my newer laptop it shows up under the my pc tab, but when i go into bios it doesn`t show up in the boot menu. i want to boot from it . any ideas ?
 
Your laptop should have the option to boot to usb since really thats the only way to reinstall windows on a new hard drive. However, you will not be able to boot into windows as that setup is way different than your new one. It will most likely bluescreen trying to boot or not boot at all.
