I just bought a new laptop Saturday and I need to make a recovery cd and when I put my rewriteable cd in it pops it out and tells me to put in a blank cd and the cd is blank already. How do I fix this?

are you sure it's blank, it might contain a system file, which XP hides by default.
Try inserting it.
then try a few things.
If you're running vista or XP, try hitting the refresh button next to the file path after navigating to your CD.
Or you could try using a different CD from the same set.
if neither of them work, it's probably a hidden file.
otherwise, just go to computer>CD and then click ctrl+A and then delete

Are you sure your CD drive can burn CD's? it may be possible only to read not burn.

Try another RW disk brand....some burners are fussy with certian disks.

This is a brand new laptop so it has windows 7. I'm guessing it does make cd's since it keeps asking me to make a recovery cd and I have made sure that everything is erased, this even did this on my old laptop.

What brand and model number?
