Bizzare Problem! Help Me!

I have this weird problem with my computer and no one can figure it out for some reason! I just moved down to florida from ny and all of my secured accounts arent accessible. When I try, I get "Page Cannot Be Displayed".
I just set up a new bank account here in fl and that account is able to be accessed! I cannot send mail but recieve it, i get the same thing, page cannot be displayed type of error. also, im not sure if this is part of the problem but... my IP address is for Dlink Router yet, no one in my household including myself have dlink, we all have Linksys! I feel like ive tryed everything and I know its not a virus bcuz I just reformatted my hardrive yesterday nite and I am still experiencing this problem. Also, I cannot upgrade windows. This is becoming a big problem for me, my business is suffering because of the problems with my computer. If anyone can Help me, it will be MORE THAN APPRECIATED! I assume that you all the problems you are having are related to the internet and/or networking.

Since the problems started after your move from NY to FL, then I assume that the problem is a fixed IP address problem. What was the ISP you are dealing with in NY and what is the ISP you are dealing with right now? Are you on a LAN or just a single PC?? Do you use DSL or a dial up? Try getting all the possible information about the internet settings and connection you used to have in NY and compare it to those you have now in FL and see what's the big differences that can cause problems?

I am not sure exactly what's the problem you are having, but for sure you are having some network/internet related problem, maybe an ip address problem, may be DNS problems, may be a combination, you will just have to tell some more information.
 
What antivirus program are you using? I had this exact same problem about 2 months ago. I was using norton, and under the firewall configuration it was blocking access to ALL secure sites. Couldn't get into hotmail, paypal, etc. Check your firewall, and report back if it's unsuccessful :)

Do you mean "i cant log into my bank account via the bank's website" or something else?

Sound like a routing problem. Most computers are set to receive their IP configurations automatically, and the DSL router are set to hand them out (DHCP). Your linksys router i assume is what your computer is connecting too? And with this new ISP in FL, they gave you a DSL modem (router)? If so, and in most cases you will want to set you linksys to make the PPPoE connection to your ISP, and set the ISP's DSL modem (router), in "Bridge mode".

If you configuration between the two is not setup properly you will have a difficult time getting anywhere on the net. As narafa indicated we really need more info about your setup and ISP to go any further with this. :)

PS. i wouldn't worry about releasing/renewing your IP yet, that will happen anyway when you reboot, so I'm fairly sure that's not the problem here.

the problem is your internet browser the settings have been altered or tampered with.your browser needs to be able to access 128 bit encrypted sites such as banking and e-bay etc.you may have altered your security without realising it.
anyway lets solve the problem. goto control panel/internet options/click security tab/then restore defaults/then click advance tab and restore defaults.now try secure sites and all should be ok. touch wood.and good luck

Were the sites you're trying to access binded to the old IP of your ISP? Meaning, you had to tell the company/site what IP you were using or let it detect it. If this is the case you might need to call/e-mail the company or whatever it is and ask them to reset your binding to the new IP.

P.S. Why can't you update the computer?
