Being traced on the internet

i was wondering if you write something using a username- of course that username can have it's IP number traced, but what if you logout of that account and then on the computer sigbn in with your hotmail address or another username which of course are sometimes used at your home computer could your home IP be traced. In theory you might not be the same person as you logged out from the internetcafe then logged in afterwards with your commonly used accounts.
 
Your IP can be traced, if it's something serious then someone can file a police report, who will then contact the ISP and since they keep records of who had which IP and when, they can find your exact address.
 
Actually, From an e-mail you can get pretty close to there home. I was receiving e-mails from people saying they know me and threatening to "hurt" me so I just made a few clicks and got the basic view of the e-mail and found his IP and there is a couple of sites where they track IP's and you just paste it and I found there about an hour from my home. I than reported it and never got an threatening e-mail again.

I know e-mails isn't whats being talking about but it just makes it more realizing to know how easy someone can find you. Am I right? Please correct me if I'm wrong.
 
or post from internet cafes. i guess the security cameras record wouldnt be looked at would they?
