yes thats a way.. block certain prots of programs, like kazaa, or bit torrent... You can't allocate say 40% to user A or anything liek that...

I'm saying where you filter MAC's you might also be able to allocate what a specific MAC is allowed to use
 
would be a good idea to implement... but i havent seen it in any main stream routers... maybe an external software add-on?

That is no longer the case. I have a Sonicwall 3600 Pro for my network of 30 users and in the past that is what I did to block the downloading. But now that most can use the http port 80 it is impossible to port block them. Still haven't come up with a solution to it and the bandwidth problem for me is getting crazy. If anyone has ideas post them.
