Are these good speakers and for a good price?

Your sound card supports 7.1? You could get a 7.1 set then, but it'll cost you well into the hundreds.

2.1 doesn't suck one bit, it's just a regular stereo setup with a sub. If you don't want surround sound - and many people don't - 2.1 is the only option.

The speakers you picked out are only 2.0 - and at that price and size they'll sound rubbish.

7.1 is largely irrelevant at the moment - plus I don't think you'll get a set for less than a few hundred.

To your original question, I would say these are not good speakers. There's not going to be nearly enough power from a USB connection to power a single decent driver. You'd be better off with a pair of headphones. As far as 7.1 support, that comes from your sound card. A speaker has no clue what is 7.1. It only vibrates the cone based on the input signal. The sound card separates and distributes the signals to all the various speakers.

"Virtual surround sound", aka the sound runs through some mixer that supposedly makes it sound 3D, but more often than not makes it sound worse.

As for suggestions, it's impossible to get any decent sounding speakers for $30. The best thing you can do is go with a dirt cheap 2.1 system, which will probably sound bad, but at least better than a cheap 2.0 system.
