first off a little background, my computer and my moms computer are networked using a crossover cable, each computer has its own dial-up modem, and i have my dial up connection set up for ICS, because im on more often, and she sometimes wants to get on while i am.

Problem #1:

Her computer will not access the Internet when connected with her modem, the modem will dial and get connection but will not hit the internet, just a big cannot server...

Problem #2

After setting up my ICS my network adapter was of course set to 192.168.0.1...but even so, it will still not assign an IP address to my moms computer when she starts it up, it used to work fine, but all of a sudden things seem to have gone screwy.

Static

I would set her computer static insted of DHCP. Give her these addresses

ip: 192.168.0.2
subnet: 255.255.255.0
gw: 192.168.0.1
dns: 192.168.0.1

That should work.
